The owner of an outdoor installation north of Toronto created in the 1970s by the internationally renowned sculptor Richard Serra is appealing its planned designation as a protected cultural landscape under the Ontario Heritage Act. Toronto's Hickory Hills Investments sent a letter to King Township council last week seeking to reverse council's Nov. 30, 2009 intention to designate Shift, a collection of six large concrete forms in a field 50 kilometres north of Toronto. Hickory Hills, which has development plans for lands near Shift, was expected to appeal as it has consistently opposed designation efforts for the last two years. King council likely will consider Hickory Hills' appeal Jan. 18 and, according to Heritage Act regulations, refer it to a hearing before the province's Conservation Review Board. Staff
