A year and a half after a masked gunman fired on the homes of two top executives connected to GFL Environmental Inc., Toronto police have charged a man who they allege is behind the shootings.
On Thursday, the guns and gangs unit arrested the owner of a Toronto excavating and shoring company.
Ilan Philosophe, 42, has been charged with two firearms offences and two counts of conspiracy to commit an indictable offence, according to two police sources with knowledge of the investigation. The Globe and Mail is not naming the sources because they are not authorized to speak publicly about the case.
On Sept. 29, 2024, a gunman opened fire on the home of GFL CEO Patrick Dovigi in Toronto’s Rosedale neighbourhood. About an hour later, the home of Ted Manziaris – who works with GFL’s sister construction company, Green Infrastructure Partners – was also hit by gunfire.

At the time, police said that they believed the incidents were targeted attacks. Since 2024, GFL and GIP properties and equipment have been hit with a series of shootings, suspected arsons and vandalism. Mr. Philosophe has not been charged in connection to any of the other incidents.
The Globe contacted a lawyer who has represented Mr. Philosophe for comment but has not received a reply.
On Friday afternoon, Mr. Philosophe appeared in bail court remotely. Assistant crown attorney Byron Alvares requested an adjournment until Monday.
“There’s pending search warrants and further investigations, potential witnesses as it pertains to the conspiracy allegations and the Crown’s waiting to see if more charges might be laid before we embark on considering any releases.”
Mr. Philosophe is due back in court on Monday at 9:30 a.m.
