Police-reported hate crimes in 2023 increased by more than 30 per cent from the previous year, according to Statistics Canada. The actual number of hate crimes is even higher given federal data show most go unreported.

What strategies will support more reporting, investigation, effective response and prevention of hate crimes in Canada?

The Globe and Mail hosted a webcast on February 28 to bring leaders from community groups, hate crime units and anti-racism organizations together to explore systemic barriers to victim reporting, police response and investigation thresholds. Speakers also discussed the impacts of hate crimes, along with potential solutions.

Ian Bailey, staff reporter with The Globe and Mail’s Ottawa bureau moderated the webcast. Bob Watts, reconciliation practitioner with First Peoples Group conducted an opening ceremony to begin the webcast.

Following the opening ceremony, Mr. Bailey hosted a panel discussion focused on drivers of hate crimes, police response and investigation, barriers to reporting, impacts on individuals and communities, and strategies to reduce hate crimes. The panel included:

  • Samya Hasan, executive director with the Council of Agencies Serving South Asians (CASSA)
  • Mariam Musse, policy and research analyst with the Office of the Federal Ombudsperson for Victims of Crime
  • Bernie Farber, founding chair with the Canadian Anti-Hate Network
  • Craig Upshaw, H.E.D.I. Consultants, Detective Constable (Retired), Halifax Regional Police

Following the panel discussion Mohammed Hashim, CEO and executive director with the Canadian Race Relations Foundation summarized the discussion and covered projects and strategies focused on addressing hate crimes. Mr. Watts then concluded the event with a closing ceremony.
