Newfoundland and Labrador's Transportation Department and the City of St. John's have each been fined $60,000 for violating seven occupational health and safety regulations in the death of a provincial worker three years ago.

Transportation Department engineer Joe English was struck by a vehicle while inspecting asphalt repairs on the Outer Ring Road in July 2011.

Two city workers and an employee of Irving Oil were injured in the accident.

Irving Oil pleaded guilty to three charges related to the traffic accident and was fined $13,000, but the city and department opted to go to trial.

Judge Mark Linehan concluded in December 2014 that the employers had a lack of appreciation for the hazards and failed to ensure the workers had taken all reasonable care.
