The agency that investigates police conduct in Manitoba says Winnipeg officers were justified in shooting a man brandishing a makeshift sword earlier this year.

Joshua Pardy, who is 25, suffered a non-life-threatening gunshot wound to his side after a 911 call in May.

The Independent Investigation Unit of Manitoba says a man went into a downtown optometrist's office armed with a stick with scissors taped to one end.

When officers arrived, the watchdog says the man pointed the sharp end in their direction and ignored 14 warnings to drop the weapon.

The shooting was captured on a 911 recording and Pardy is currently facing charges in the incident.

Director Zane Tessler says the police officer was faced with a dangerous situation and it would have been "unreasonable for police to wait before acting.

"Any delay could have led to the death of Winnipeg Police Service officers or other civilians within the (optometrist's) office," he said in a statement.
