Officials in York Region say a dog is recovering in a foster home after being found emaciated, caked in feces and tied to a sign last week.

Whitchurch-Stouffville town councillor Richard Bartley says he found the pup in a ditch (on York-Durham Line).

He says the female shepherd mix, about five or six years old, had open sores on both hips and other parts of her body.

Bartley says the dog, now named Ricki, has been examined by a veterinarian and is getting better.

Mayor Wayne Emerson says he hopes authorities will find out who abandoned the dog.

Anyone with information on this case is asked to contact animal services.
