The province's Special Investigations Unit says its investigating the recent arrest of a man in St. Catharines, Ont.
They say Niagara Regional Police were trying to arrest the 43-year-old man on Thursday afternoon when he fled in a vehicle.
The SIU did not provide a reason for the attempted arrest.
Shortly after the man drove away, the SIU says he crashed into another vehicle driven by a 29-year-old man, causing him minor injuries.
The 43-year-old man was ultimately arrested with help from police dogs and taken to hospital to treat a leg injury.
The SIU is an arms-length agency that investigates incidents involving police in which someone is killed, injured or accused of sexual assault.
