Press Trust of India reported at least four deaths in the region due to flooding and stormy weather since Thursday. Three areas, the Jammu and Kashmir region in the Himalayas and West Bengal and Andhra Pradesh states on the eastern coast, have had an excess of rain so far this monsoon season. The India Meteorological Department says monsoon rainfall in June and early July has been 7 per cent below normal around the country, with the most deficient states mainly in the southwest.
