The storm's maximum sustained winds Tuesday are near 50 mph (80 kph).
Fred is centred about 410 miles (660 kilometres) northwest of the Cape Verde Islands.
Meanwhile in the Pacific, Hurricane Jimena has maximum sustained winds near 115 mph (185 kph). Jimena is centred about 910 miles (1464 kilometres) east of Hilo, Hawaii.
Tropical Storm Ignacio has winds of 70 mph (113 kph) and is 340 miles (547 kilometres) north of Hilo.
Also in the Pacific, a tropical depression is about 695 miles (1118 kilometres) southwest of the southern tip of Mexico's Baja California peninsula. It is forecast to become a tropical storm on Wednesday.
