ING Groep Ends Planned Sale of Russian Unit, Pursues Alternative Exit

ING Groep ( (ING) ) just unveiled an announcement.

ING Groep announced on April 7, 2026 that it has terminated the previously agreed sale of its Russian subsidiary, ING Bank (Eurasia) JSC, to Global Development JSC, originally disclosed on January 28, 2025. The move follows an assessment that the buyer is unlikely to secure required approvals, prompting ING to consider alternative options to leave the Russian market.

The Dutch bank reiterated that it sees no future for its operations in Russia and remains committed to exiting, noting that any alternative scenario should have a broadly similar negative impact of about seven basis points on its CET1 ratio as the abandoned deal. Since February 2022, ING has stopped taking on new Russian business, sharply scaled down operations and cut offshore exposure to Russian clients by almost 90% to €0.6 billion by year-end 2025, signalling a continued managed withdrawal that should be closely watched by investors and regulators.
