Shutterstock Reaches $35 Million FTC Subscription Settlement

Shutterstock ( (SSTK) ) has issued an announcement.

Shutterstock, Inc., a global provider of stock imagery and other creative digital content via subscription services, has faced regulatory scrutiny over how it enrolls and cancels subscribers. Its business centers on offering licensed photos, videos, and audio to enterprises and individual users worldwide for marketing and media applications.

In August 2024, the company received a Civil Investigative Demand from the U.S. Federal Trade Commission regarding its disclosure and subscription practices, leading to an FTC civil complaint filed on May 13, 2026, in the Southern District of New York. That same day, Shutterstock and the FTC agreed in principle to a settlement under which Shutterstock will pay $35 million from cash on hand in the second quarter of 2026 and implement enhanced disclosures and changes to its subscription enrollment and cancellation processes, a move that may affect its subscription operations and compliance posture but aims to resolve the regulatory overhang.
