Mike Mitchell of the Akwesasne reserve petitioned the Inter-American Commission on Human Rights in 2001 to allow Mohawks on the reserve to bring goods across the U.S.-Canada border dividing their territory, but that petition made no specific reference to cigarettes or alcohol.
