The Toronto Transit Commission will now require all of its employees to sign its conflict-of-interest policy once a year after a TTC project manager inappropriately recommended a female companion for a $50,000 photography subcontract.

Brad Ross, a spokesman for the transit agency, confirmed that project manager John Cursio - who has now left the TTC - was in conflict when he recommended subcontractor AECOM hire West Point Photography to take pictures for Transit City, the TTC's light-rail expansion plan.

West Point is owned by Robin Thoen, reportedly Mr. Cursio's companion. AECOM severed its relationship with West Point at the TTC's request, Mr. Ross said. Now the transit agency is reviewing contracts overseen by Mr. Cursio.
