The first round of rockets struck the northeast city of Okhtyrka on Feb. 26, on the third day of Russia’s invasion of Ukraine. Then things went quiet — until a new fusillade struck just before 4:30 a.m. Tuesday. Ukrainians are left wondering if they will ever be safe from Russian attack.
